For example, according to the Department of Defense, around 80% of the $5.1 billion annually allocated for development assistance goes to the Middle East and North Africa.
But the Obama administration has been making a concerted effort to increase outreach to the region by countries like the United Arab Emirates, Jordan, and Qatar. Last week, the Obama administration announced a $32.5 million grant that will be used to train "security forces of the United Arab Emirates and other partner countries to improve counterterrorism capabilities and increase border security." It's unclear what exactly the Obama administration has in mind for "security forces," but the New York Times has a good idea:
The aim is to equip the troops to combat Islamic extremism in the region, like the notorious al-Qaeda in the Arabian Peninsula, as well as homegrown violent extremists and "sleeper cells" that have yet to launch attacks but could be poised to do so in the future. As Mr. Kerry has repeatedly warned, al-Qaeda has rebuilt itself, and has started to make inroads in Syria and has a focus on Iraq and Lebanon.
In fact, according to the UAE, as many as 14 out of 15 terrorist cells in the UAE are linked to the Muslim Brotherhood, an organization that the Obama administration has long-linked to, and continues to characterize as a terrorist group.
But as with all intervention in the Middle East, the Obama administration hasn't done much to secure an exit strategy. At present, the plan is to stay the course and see if the UAE will fulfill the role that the US hopes they will fill. But if that fails to materialize, then the administration has no plan to remove the troops.
That's a pretty bleak future for the Middle East. But there is a much better alternative.Difference in activation of staphylococcal enterotoxin B-induced rat mast cell by intact and sonicated staphylococci.
